In Senate of the United States, March 24, 1818. The Committee of the Senate on Foreign Relations, to whom was referred the petition of sundry citizens of Philadelphia, asking the interposition of Congress in behalf of Richard W. Meade, an American citizen, unjustly and wantonly confined in a dungeon in Spain, by the authority of that government, have given to the subject the deliberation its importance deserved, and beg leave to submit the following report.
