Joseph Galloway

thumb|200px Joseph Galloway (n. 1731 West River, Maryland – 29. elokuuta 1803 Watford, Hertfordshire, Iso-Britannia) oli tunnetuimpia ja merkittävimpiä Amerikan vallankumouksen aikaisia lojalisteja.

Galloway toimi vuodesta 1747 asianajajana Philadelphiassa ja hän anoi lupaa viedä oikeustapauksia Pennsylvanian korkeimpaan oikeuteen jo alle 20-vuotiaana. Hänet valittiin Pennsylvanian siirtokunnan edustajakokoukseen vuonna 1756 ja hän toimi sen puhemiehenä 1766–1775. Galloway osallistui vuonna 1774 ensimmäiseen mannermaakongressiin ja esitti siellä hyväksyttäväksi suunnitelman kolmentoista siirtokunnan ja Britannian välisen kiistan rauhanomaiseksi ratkaisemiseksi. Gallowayn unionisuunnitelmassa siirtokuntia olisi johtanut kuninkaan nimittämä kenraalipresidentti (''president general'') ja niillä olisi ollut oma parlamentti. Mannermaakongressi keskusteli esityksestä päivän ajan ja hylkäsi sen äänestyksessä yhden äänen enemmistöllä. Jälkeenpäin esitys pyyhittiin pois kongressin pöytäkirjoista.

Galloway ei kannattanut vallankumousta, ja sen puhjettua hän lähti Philadelphiasta ja liittyi kenraali William Howen komentamaan brittiarmeijaan. Brittien miehittäessä Philadelphiaa sodan aikana hän toimi siellä siviilivirkamiehenä. Yhdysvaltain itsenäisyysjulistuksen jälkeen Galloway laati useita suunnitelmia siirtokuntien ja Britannian välisestä unionista – niille olisi ollut käyttöä, jos kapinoivat siirtokunnat olisivat hävinneet itsenäisyyssodan.
